Default Ornamental Armor Pieces– Giving PvE new meaning

A simple idea I have, hope you enjoy it.

Guild Wars is a PvP game and it is clearly seen with the low level cap and lack of items (in variety anyways). There is not much to drive someone to PvE in this game because all those things which make a good PvP game, make a bad PvE game since there is not much material reward (PvP gives “IN YOUR FACE” reward instead). My suggestion is to allow:
a) More player appearance options.
b) More rewards for doing PvE.

The idea:
Create a “rare” monster in each zone in the game; this monster could be in a cool place in an instance or a traveler going from zone to zone in the outside world. They are the same power level as a boss and have a shifting glow (changing colors), but are not treated as a boss. When killed, the monster will drop an Ornamental Armor Piece.

What is a Ornamental Armor Piece?:
An OAP is an attachment for a piece of armor (any piece) to change it look to another style. The changes will be minor and will vary from armor piece to armor piece and from OAP to OAP. There could be styles for each area such as an Ascalon (spikes + military look) or Kryta (Smooth lines) and it will be important that they are subtle enough so they can be mixed and matched.

if it's just the appearance of the armour, then it would be good. Plus, there would be no balancing issues...

But you have to anticipate the "consumer" reaction with regards to trading. Would the be "an armor trader" or such (like the dye trader)?. Would people go crazy for this like they do for the dye? i also think there could be more then just ornamental armour, but it would be all the same idea. Play PvE to look good and sell stuff... (isn't that kind of what happens now already?)
